This error typically occurs when your organization's outbound spam filter policy blocks automatic email forwarding. To resolve it, you'll need to contact your organization's administrator to enable external forwarding

Sign in to the Office 365 admin center and navigate to Security > Threat management > Policy > Anti-spam.
Edit the Outbound spam filter policy and set Automatic forwarding to "On - Forwarding is enabled"
